Tiers and Quality
Equipment comes in tiers and quality levels, each tier having the same 5 quality levels as the others, with the exception of tier 0.
Quality levels are, in order from the worst to the best: flawed, standard, fine, masterwork and perfect.
To be noted that tier is highly more relevant than quality, so a flawed tier 2 is much better than a perfect tier 1.
Settlements have a crafting tier that determines the chance of getting higher quality items based on the wanted tier.
The higher the settlement crafting tier compared to the wanted item tier, the higher the chance to get better quality, and vice versa.
